Students applying for accommodations at TBCC for the first time

Students applying for accommodations at TBCC should follow these steps:

  1. Submit a completed Disabilities Intake Form.pdf.

    If you would like assistance filling out the form, come to TBCC Student Services for one-on-one help.

  2. Provide current documentation of your disability. Please refer to the “Disability services documentation standards” section below to learn more about the documentation needed.

  3. Meet with a Disability Services advisor (located in the TBCC student Services Office)

    Our Disability Services advisor works closely with students to learn about their particular needs. Our goal is to provide students with the resources — accommodations, strategies and support — to improve access to the learning environment. You and your advisor will discuss appropriate accommodations based on your disability and complete an "Approved Academic Accommodation," form together.

Disability Services requests that disability documentation adhere to the following standards:

  • a qualified professional should conduct the evaluation and provide name, title, and professional credentials, including information about state licensure or certification number;
  • the evaluation should include the diagnosis and be dated;
  • the document should include the original signature of the professional responsible for the assessment of functioning;
  • the evaluation needs to be current. Disabilities may change in severity over time and documentation should support current accommodation needs. Generally, most evaluations must be completed within the last three years;
  • recommendations and rationale for accommodations must be based on the analysis of the functional impact of the diagnosis;

     

    Disability Services will determine the appropriate services, accommodations, and/or assistive technology on an individual basis after reviewing the provided documentation and meeting with the student. Insufficient documentation can result in the delay of services and accommodations.

Some students may develop medical conditions that take time to resolve such as broken limbs, illness or surgery. Occasionally a student may have requested ADA auxiliary aids but classes begin before the evaluation process is completed. TBCC may provide short-term assistance through auxiliary aids during this period.  “Short term” is defined as “not exceed 80% of current academic term.” We encourage instructors to use common sense and provide the accommodations that are needed, such as:

  • Arrange for a fellow classmate to share class notes with the student;
  • Provide extra time for the student to complete projects and assignments;
  • Encourage the student to record lectures;
  • Permit the student to audio record quiz and test answers. This accommodation might increase the amount of time needed to complete the exam;
  • Provide the student with an oral quiz or exam.

If the student needs an accommodation that the instructor is unable to provide, the instructor may encourage the student to contact Student Services where additional auxiliary aids will be determined.

Information about your disability is considered a highly confidential part of your educational records which is protected by federal law (Federal Family Education Rights and Privacy Act of 1974).

Applying for accommodations as a returning student each term

Returning students need to sure to begin these steps immediately after you've registered for classes and before the term begins:

  1. Meet with your Disability Services advisor to submit your "Approved Academic Accommodations" form after you have registered for classes and before the beginning of the term.
  2. You will be notified by your Disability Services Advisor of which accommodations have been approved.
  3. Work with your instructors and Disability Services Advisor to ensure a clear understanding of services to be provided.

COMPLAINT PROCEDURES

Tillamook Bay Community College supports you and your right to make a complaint when you believe that you have been denied equal access in the form of appropriate accommodations or that you have experienced discriminatory treatment as described in Section 504 of the Rehabilitation Act of 1973 and The Americans with Disabilities Act. While we encourage you to resolve your concerns directly with the TBCC staff person involved, we recognize that this may not always be appropriate and offer the following informal and formal resolution procedures.

ADA COMPLAINT PROCEDURE

The College prohibits retaliation against any person who makes a good faith complaint of discrimination of harassment and retaliation against any person who in good faith cooperates in an investigation of alleged harassment or discrimination.

RESOLVING CONCERNS WITH GENERAL COLLEGE STAFF, PROGRAMS, DEPARTMENTS, AND ORGANIZATIONS

You are encouraged to discuss your concerns with your Disability Services advisor. Your advisor can assist you in resolving concerns by clarifying your concerns and facilitating communication with any staff person, program, department, or organization. Any concerns that are not resolved must be reported to the Director of Student Services.

RESOLVING DISCRIMINATION CONCERNS OUTSIDE OF THE COLLEGE

You may file an external complaint of disability discrimination with the U.S. Department of Education's Office for Civil Rights.
